Britain and France Will Dispatch Forces to Ukraine if a Ceasefire Accord is Reached

The London and Paris have formalized a statement of purpose concerning the positioning of armed personnel in the nation should a peace agreement be struck with Moscow, the UK Prime Minister, Keir Starmer, has stated.

Following negotiations with Ukraine's allies in the French capital, he noted that the UK and France would "set up defense centers across Ukraine and build secure structures for weapons and equipment" to discourage any subsequent attack.

The allied nations also put forward that the America would play the primary role in overseeing a truce.

The Kremlin has on multiple occasions warned that any external forces in Ukraine would be considered a "legitimate target", but has not yet issued a statement on this latest announcement.

The Situation and Ongoing Hostilities

Russian President Vladimir Putin initiated a major offensive of Ukraine in the start of last year, and Moscow currently holds about 20% of the country's land.

"This constitutes a crucial element of our commitment to stand with Ukraine for the foreseeable future," stated the UK Prime Minister.

National leaders and high-ranking officials from the "Allied Coalition" were involved in the Paris negotiations.

He stated at a combined announcement, he further said: "It establishes the framework for the juridical structure under which allied and coalition forces could operate on the ground in Ukraine, securing Ukraine's airspace and waters, and restoring Ukraine's armed forces for the future."

The UK prime minister also stated that Britain would participate in any American-headed verification of a prospective cessation of hostilities.

Security Guarantees and Negotiation Stances

Senior American diplomat Steve Witkoff stated that "long-term safety pledges and substantial economic promises are essential to a enduring ceasefire" in Ukraine – alluding to a key demand made by Kyiv.

Witkoff noted the coalition had "substantially agreed on" their work on establishing such guarantees "in order that the Ukrainian people know that when this war ends, it ends for good."

Jared Kushner, ex-President Donald Trump's special envoy, also participated in the negotiations.

At the same time, President Macron Emmanuel Macron stated that Ukraine's allies had made "considerable headway" at the talks.

He said that "comprehensive" defense assurances for Kyiv had been agreed in the event of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky commented that a "huge development" had been made in the negotiations, but cautioned that he would only deem efforts to be "adequate" if they culminated in the cessation of the war.

Recently, he suggested a settlement was "largely prepared". Settling the last 10% would "shape the future of peace, the future of Ukraine and Europe".

Remaining Challenges

  • Territory and security guarantees have been at the forefront of key disagreements for diplomats.
  • The Russian President has often said that Ukrainian troops must retreat from all of Ukraine's eastern Donbas or Russia will occupy it, rejecting any concession over how to finish the war.
  • Kyiv has to date excluded giving up any land, but has floated the idea that Ukraine could move its forces to an mutually accepted point – but only if Russia reciprocates.

Russian forces presently controls approximately 75% of the Donetsk region and around 99% of the adjacent Luhansk. The pair of oblasts form the industrial region of the Donbas.

The initial US-led 28-point proposal that was extensively reported to the media last year was seen by Ukraine and its partners in Europe as being heavily skewed in Russia's direction.
